Technology Discovery Illustrative Composite Scenarios

Where Is the Missing Technology That Changes the Decision?

Real industrial decarbonization does not fail on ambition. It stalls when capital must be committed before the technology landscape is fully discovered. Each composite scenario turns an operational constraint into a disciplined technology-discovery challenge.

Steel • Case 01 Lead of Technology Strategy, European Steel Manufacturer

European Steel Manufacturer

Composite Decision Narrative

I lead technology strategy for a steel manufacturer in Europe. My customers want lower-emissions steel, regulators are tightening the carbon rules around imported and domestic material, and my board is asking what happens when the blast furnace reaches its next major investment decision.

The obvious choices are familiar: reline the blast furnace, move toward an electric arc furnace, or pursue hydrogen direct reduction. But none of those labels is a complete answer. The route depends on ore quality, scrap availability, power, hydrogen, product specifications and customer acceptance.

My technology team needs to look beyond the headline routes. Could ore beneficiation, new reduction processes, better scrap sorting, alternative furnace designs, hydrogen-production advances or a different combination change what is feasible at my site? The question is not “Which low-carbon technology is most exciting?” It is “Which technologies could unlock a credible production route before the next investment decision?”

The Discovery Challenge

For steel, the discovery challenge is finding the technology or combination that changes the route-selection problem before a long-lived asset decision.

01

What Changed?

EU CBAM definitive regime taking effect; domestic and border carbon penalties; customers demanding certified near-zero steel; intense global competition dominated by Chinese production (~836 Mt in 2025).

02

Decision Open

Relining legacy blast furnace (BF-BOF) vs. transitional scrap-based EAF vs. green hydrogen direct reduction (H2-DRI).

03

What Is Missing?

Low-grade ore beneficiation (ore with >64% Fe represents <20% of global supply), novel reduction processes, advanced scrap purity sorting, or localized hydrogen production efficiencies.

04

What Is at Risk?

Locking hundreds of millions of capital into a 20-year asset cycle that faces immediate carbon tariff penalties or stranded hydrogen infrastructure.
